Folio 13: Memorandum from Stormont requested by Vergennes to refresh his memory. It mentioned ships being armed at Rochefort and L'Orient for the rebels and ships being built in private yards, pierced for guns, probably for the rebels and also some such being built in Amsterdam. A ship has left Bordeaux with arms for the rebels, commanded by a French officer. The Hippopotame, belonging to Beaumarchais, has 14,000 rifles on board and munitions. 50 French ships are preparing to leave with munitions for the rebels from Nantes, L'Orient, St. Malo, Le Havre and other ports. It names the principal Frenchmen involved. They will sail under false colours. A flotilla is assembling at Bilbao to convoy them.
