Folio 68: Stormont to Weymouth. He is secretly informed that Vergennes has told Franklin and Deane, that France has now decided on war. If true - and the report comes from a quarter which deserves attention - it means that, with Vergennes making solemn and friendly protestations to Stormont, `France has gone to the end of her line and filled the measure of her insidious duplicity'. France must either intend to deceive both sides, raise false hopes in the rebels in order to prolong the war or really mean war by putting Britain off her guard. Stormont would like to see a British fleet sent to the West Indies.
