Folio 36: Stormont to Weymouth. Vergennes gave as a strong reason for sending troops to the [West Indian] islands the need to assuage public pressure. If Britain had no troops and France inadequate naval forces, they could not attack each other's islands. Spain would soon give assurances. He had private correspondence with Florida Blanca and even Aranda had become moderate and pacific.
