Folio 1: Stormont to Weymouth. From reports from Bordeaux read to him by Vergennes it is clear that France has acted fairly concerning the 5 American ships. He gives details. The situation at Nantes is described but is not clear. Vergennes brought forward French grievances, which Noailles will present, one from a French ship stopped by English cruisers, when entering the river at Bordeaux. Stormont reports on troops expected to embark for Guadeloupe on or before September 15th. He encloses ff.5, 7.
