Folio 215: Stormont to Weymouth. He is sure that the rebel agents have news of the safe arrival of the Amphitrite and the Mercury. 2 other French ships, laden with munitions, were forced to go to Martinique. He has good reason to believe that French ministers have informed the rebels that, while the present secret help will continue, France can do no more at present and cannot risk a war, for which she is unprepared, merely for the defence of the Americans and without the support of her allies. Secret assurances were given that no disarming is intended. Franklin is going to Spain.
