Both sides were arming defensively and wanted peace. Neither would start a war. Vergennes had received alarming reports from England. Stormont said he received the same from those in France, who wanted war. Vergennes said Portugal was planning to attack Spain. As proof he said that Pombal had set up a field hospital.
