Folio 149: Stormont to Weymouth. He reports the raising of 64 million livres by loans from the St Esprit, the States of Languedoc and Burgundy and the farmers general. It is believed that the marine wants at least 40 million, in order to complete the plan to have 60 warships armed or ready to be armed by the end of the Spring. It is hoped to have 40 ships of the line by the end of May. The death of Conflans brings a struggle between prince Beaufremont and Estaing to be vice-admiral of France. The navy favours Beaufremont. Aranda has been declared Cordon Bleu. Châtelet has been made an hereditary duke and Mailly a duc-à-brevet. The duc d'Angoulême has had convulsions but is better. Ennery is on the point of death in St Domingo.
