Folio 145: Stormont to Weymouth, with intelligence he cannot vouch for. The French ministers, having determined to disavow all engagements with the American colonies, have discovered that Broglie has been in secret correspondence with the principal members of Congress, passing himself off as a man authorized by the government to negotiate with them. They thought he was a member of the government and offered him command of their army. Broglie promised 600 men, including 300 artillery officers, and 84 pieces of cannon. This encouraged them to pass an Act of Independence. When Broglie's promises were not kept, Franklin was told to investigate and discovered all his manoeuvres.
