Folio 406: Weymouth to Stormont. After the retreat by the rebels from Kingsbridge the people may rise against their leaders. The removal of Franklin's family may point to this. It would not be justifiable to intercept a French frigate [the Amphitrite] without any proof that Coudray was going to North America. France wishes peace to continue but, if things change, Britain will not be found unprepared. Stormont is to investigate reports of French loans to Spain and Spanish loans to France. The Fowey has arrived but with no dispatches.
