Folio 392: Stormont to Weymouth. The Conseil has, for the present, refused to recognise Franklin as a minister from the Independent Colonies. He will represent the rebels as being in a most flourishing condition and make France insidious and tempting offers. He encloses f.394. Deane has drawn bills to the amount of 10 million livres on banks in France and Spain. He has approached Scottish and Irish officers, who have all refused his offers.
