Folio 382: Stormont to Weymouth. Doctor Franklin has arrived at Nantes with his two grandchildren. He must have come with a secret commission from the Congress, as `he is a subtle, artful man and void of all truth'. He will use every means to deceive, will avail himself of the general ignorance of the French and paint the situation of the rebels in the falsest colours and hold every lure to the ministers to draw them into open support of his cause. Vergennes has said that no officers have gone to join the rebels, with his court's approval. He said he would send spies - mouches - into the coffee houses to secure any person boasting about going. Contradictory reports about du Chaffault's fleet. It will sail shortly, it will not sail this winter.
