Folio 366: Stormont to Weymouth. St. Germain spoke in the Conseil in favour of handing back Corsica to Genoa, as it would be expensive and difficult to defend in case of war, because of the spirit of rebellion not yet subdued. He encloses f.368, given in by Taboureau. The Conseil resolved not to give Corsica up, because of its importance and the impreesion it would give of French weakness. Instead it advised that an attempt should be made to win over Paoli. A secret emissary was sent, offering a free pardon, if he returned. Paoli refused.
