Folio 192: Observations on the French memorial delivered by Garnier and transmitted with Chamier's note dated 22nd May, 1776. The French Company was given permission to trade without paying duties, on equal terms with the British Company but the terms of the Treatyof Paris did not apply to individual merchants and the Compagnie des Indes had been wound up. There follow details of events causing disputes between French and British and allegations against Barwell, including the charge that he threatened to impale natives, who worked for the French. These are denied and not substantiated. French rights have not been infringed, though sometimes the British may have exceeded their authority. [See SP 78/278 f.153; 280 ff. 197, 202; 284 f.212]. The governor of the council of Fort William recapitulated much of this and closed the subject with f.204.
