Folio 183: Stormont to Weymouth. Vergennes returned one of the letters for Artois, as proposed in f.133. Vergennes gave him, in the king's name, solemn assurances of France's desire for peace. Stormont reciprocated and gave him the King's Speech from the Throne to read. Vergennes said it was reasonable for Britain to put herself in a proper state of defence, in view of her `grand engagement'. The squadron was being sent to the West Indies because of the uneasy situation there. `Il ne faut pas se dissimuler qu'il y a une grande fermentation partout', seemingly to hint at a rebellious spirit in St. Domingo. He said that the American War caused a shortage of supplies to the islands and in St. Domingo, it had been necessary to feed the slaves with meal. Stormont has heard that Pombal has no intention of making restitution.
