Folio 108: Weymouth to Stormont. While accepting French assurances, Britain must take into account French arming and in particular the sending of forces to the West Indies, where the American rebels can obtain arms from the French islands, and she must make defensive preparations. Stormont must make absolutely clear to Vergennes and Maurepas Britain's desire for peace and that these precautions are not related to the dispute between Spain and Portugal. Britain is still urging Portugal to honour her engagements.
