Folio 66: Stormont to Weymouth. Intelligence of doubtful authority states that Deane has applied to Maurepas and Vergennes to be received at Versailles as Resident from the Independent States of America and that the French have replied that it is impossible at thepresent time [Stormont's underlining] but in the course of time one will see. This would be equivalent to a declaration of war. In view of France's naval arming, Britain must not be caught by surprise. Deane is said to be going to Holland on a similar mission.
