Folio 64: Stormont to Weymouth. An able artillery officer is going to America with the knowledge and connivance of the court. His promotion has annoyed many officers in his regiment. The French are so much in favour of the rebels, that he finds it very difficult to obtain information about American agents but he mentions the names of several people and firms in contact with the Americans. A doctor Bancroft of London is coming to meet Deane. Both have letters directed to them under different names at Mr. Phillips at Charing Cross. Dr. Williamson has displeased Deane and might be useful to Britain. He mentions a monsieur Le Roy, a close friend of Deane and Franklin and gives other reports of American activities, including equipment being shipped from Lille to Nantes via Dunkirk.
Date and place: 1776 Oct 9 Paris.
