Folio 478: Stormont to Weymouth. French naval preparations continue. 6 battalions are to go to the West Indies to be under Ennery, bringing the total of French troops there to between 7 and 8 thousand. He discusses the American situation. St. Germain may retire with a marshal's baton and the promise of a governorship. Many of his reforms will remain.
