Folio 396: Stormont to Weymouth. Vergennes distrusting Pombal, queried the date when the orders from Portugal were dispatched. Stormont said he was convinced that Spanish troops would take action on arrival in America, if complete restoration had not been made but Vergennes argued that they would still be outnumbered by Portuguese forces, that the king of Spain still wanted negotiation and that Aranda was not going on leave. The attempt by France to raise a loan of 60 million in Holland has failed. She will try to raise a loan in France of half the sum in life annuities.
