Folio 207: St. Paul to Weymouth. Vergennes thought Pinto's memorial [f.197] no better than the first one [ff.161, 165]. He was pleased that Grimaldi approved of settling the affair [of the seized ships] in Madrid. Spain did not desire war. Vergennes referred to themarriage of the grand-duke [of Russia] and the princess of Württemberg [see f.199]. Potemkin is losing ground. The Orlovs are likely to return to favour. Albert has been replaced as lieutenant general of police by the return of Le Noir, dismissed by Turgot at the time of the bread riots. The king is likely to support Maillebois, in spite of a Remonstrance about him from the marshals of France. St. Paul refers to French reaction to news from America. He cannot vouch for a report that Sartine has borrowed 4 million livres upon St. Domingo but a reliable source gives the number of ships to be fitted out, including frigates, as 12 at Brest, 3 at Rochefort, 2 at L'Orient and 16 at Toulon. If any considerable fleet goes to the colonies, Estaing will command it. Vergennes said putting things in order was only prudent.
