Folio 124: St. Paul to Weymouth. He has no information about Brest and Toulon but it is generally accepted that, after the committee, preparations are being made. 3 battalions have gone some months ago to St. Domingo, 2 to Martinique and 1 to Guadeloupe. The troopsalready there remain and the totals are now 4000 in St. Domingo, 1800 in Martinique and 1000 in Guadeloupe. Amelot succeeded Malesherbes, who resigned. Clugny succeeded Turgot, who was dismissed. He details Clugny's previous experience - or lack of it - in financial matters and the manner of Turgot's dismissal. He recounts further court intrigues. Turgot wanted to sell the French part of St. Domingo to Spain but was overruled in the Conseil by Sartine. Others favoured exchanging the Spanish part for Corsica. Maurepas, who will resist any attempt by Spain to drag France into war, is in all but name prime minister.
