Folio 22: St. Paul to Weymouth. He reports on a long meeting with Vergennes covering the points already discussed about the Portuguese situation. Vergennes seemed to favour Spain's refusal to negotiate until Portugal had given satisfaction for the seizure of the two ships. He had cited the details of these events. St. Paul had defended Portugal. Vergennes played down Spanish arming. St. Paul feared that, once Portugal was compliant, Spain and France could turn against Britain.
