Folio 168: Stormont to Weymouth. Vergennes reported two incidents, which will retard negotiations between Spain and Portugal and have actually suspended them. A Portuguese man-of-war had in July seized a large Spanish merchant vessel in the open seas. In August another Spanish ship was seized and taken into Rio de Janeiro and both ships were only released after two months. In a third incident, some Spanish and Indian prisoners were brought to Lisbon from Rio de Janeiro and, instead of being handed over to the Spanish ambassador, were distributed in the common prisons.
