Folio 117: Stormont to Weymouth. He will proceed with caution in investigating the report of a foreign officer going with Ennery [see f.90]. He refers to an American born officer called Hopkins, now a colonel retired from the French service. He is said to be disgusted at the refusal of the French government to help the Americans. Stormont believes that France secretly helps the rebels, pleased at seeing Britain weakened by a long war but as long as Maurepas remains in office, she will make no bold move. Should he die or fall, however, things would change, possibly with the return of Choisuel.
Date and place: 1776 Feb 14 Paris.
