Folio 99: Stormont to Weymouth. His best secret source reports very little arming at Toulon and only for exercises. Another report, however, mentions considerable arming planned for Brest and Toulon, with both fleets joining to make a fleet of 17 ships. Vergennes denies all knowledge of this. The duc de Chârtres will again go to sea, hoping to become grand admiral of France. In a postscript he gives details of the fleet going on exercises [escadre d'évolution].
