Folio 70: Stormont to Weymouth. Sartine has set up a commission, named here, to consider an entirely new plan by Montalembert [? Marc René, marquis de] for fortifying the French West Indian colonies. St. Germain's plan, though curtailed, will make great and essential changes in the military establishment. It will cost no more but add 40,000 men. From a well-informed source he gives details of the planned organisation and strength of the army. The Ecole Militaire will be suppressed, its `young gentlemen' redeployed and there will be economies in the war office. Turgot's plan to substitute a new tax for the Corvée received a hostile reception in the Parlement and Condorcet's pamphlet was condemned. Turgot remains confident of the king's support, through a lit de justice if necessary.
