Folio 64: Stormont to Weymouth. He has no reason to believe reports of a plan to establish a French settlement at Cayenne. There is a plan for a new one in Madagascar. The small fleet form Brest [see f.26] is to call at Madagascar. St. Germain's plan [for army reform] seems likely to go through with the support of the king and Maurepas, in spite of the extreme level of intrigue and animosity against him. It will strengthen France's military power. He would be sorry to see such a minister as St. Germain in charge of her marine.
