Folio 43: Weymouth to Stormont. Because the English residents, on a part of the coast of Newfoundland where concurrent fishing is permitted, have interfered with the French fishery, France has proposed that a part of the coast be allotted to French fishermen from the Baye des Trois Isles to the western coast, thence round the Cap de Raye towards the Baye de Desespoir. This cannot be given them. The English residents cannot be moved and there is room for both. The French, who through bounties to fishermen, explore new waters, cause the British naval commanders uneasiness. He explains why the French have no cause of complaint and the map they have cited is erroneous, not without intention. The naval officers have strict instructions to safeguard French rights under the treaties of Utrecht and Paris.
