Folio 223: Stormont to Weymouth. He encloses the extracts [ff.229, 230] from the paper from Pinto [see f.195] and which he had communicated to Vergennes. Vergennes was not aware of the Portuguese proposals. He said that all that Portugal needed to do was to reply to Spain and promise no offensive action during negotiations. Vergennes then read a letter from Souza's brother to Grimaldi, making out the governor of Buenos Aires as the aggressor, obliging Portugal to send a regiment. Vergennes said that Portuguese assurances of peaceful intentions were not the straightforward promise to suspend hostilities, which Spain wanted. He distrusts Pombal, Stormont has reports of arming in Spain and of her determination to send forces to South America, if Portugal will not give her promise.
