Folio 45: Rochford to Stormont. Guines had said that Portugal had not responded to Spain's offer of talks on South America and that France and Britain must prevent war. Rochford referred to f.41 and had forwarded it to Guines. He has warned Portugal to try to reach an agreement. Britain cannot give her military support. He also warned France of the danger of war spreading to involve Britain and France. Encloses copies of relevant correspondence and of f.41.
