Folio 9: St. Paul to Rochford. There are reports of a Portuguese victory over Spain in Brazil, which have started rumours of the arming of 13 ships of the line by Spain and 12 at Brest in support. Vergennes, [French foreign minister] denied the arming at Brest ofany ships of the line, only of a few frigates for exercises. He has a report of 2 first-rate ships to be armed at Brest but cannot begin to try to reconcile all the reports he receives.
