Folio 282: Stormont to Rochford. He encloses f.286 brought by the king's men and declaimed before the king by the procurator general. The king's reply was not conclusive but it is certain that the recall of the old Parlement is decided. The principal points in the king's edict are in support of the royal authority; 1) all the decisions of the present Parlement are confirmed, 2) the Parlement never to interrupt its judicial function, 3) the Parlement never to issue decrees, which halted the execution of the king's edicts. The fact that the old Parlement has been recalled establishes its permanence and increases its power. He encloses f.290 sent to Maurepas. The decision was taken by a small committee, Maurepas, Miroménil, Turgot and Sartine. Eventually the Parlement will turn against the king's clogging the wheels of government. Britain welcomes this act at a time when `the licentious rebellious spirit that rages in America' demands resolution and calm.
