Folio 270: Rochford to Stormont. Reports about Toulon as yet give no cause for alarm. If France and Britain urge moderation on Spain and Portugal, war can be avoided. Britain's commitment to Portugal must remain clear. He must act towards Sousa with caution `as he is the falsest man living'. The grand vizier, on signing the preliminary articles, gave Romanzov letters from France and Austria showing their efforts to persuade Turkey to continue the war.
