Folio 234: Stormont to Rochford. Acknowledges f.212. He can depend absolutely on his intelligence report. There is no arming at Toulon. The empress of Russia has taken Potemkin as her favourite. Panin and Orlov are said to be alarmed because Potemkin would try to take a lead. He reports on what he has heard of Potemkin's character.
