Folio 208: Stormont to Rochford. Orders have been given to prepare in haste for the arming of an unknown number of men-of-war at Toulon. The object is to force Russia to accept French mediation, under cover of sailing for exercises. If necessary the Spanish fleet will join them. The activities of Sweden are part of the plan. Britain's difficulties in America offer the opportunity to strike a blow. Only speedy and vigorous action by Britain can prevent a war. Even so Aiguillon's position is not secure. There are numberless intrigues and rumours that `the lady's credit begins to decline'.
