Folio 196: Stormont to Rochford. No firm report of arming at Toulon. Reported from Petersburg that Spain and France have a firm commitment for a rupture with Britain. Stormont does not believe it but bemoans the fact that he stands alone among ministers, with no other, whom he can consult with absolute trust. Stormont can find no traces of a link between French officials and the [American] colonies but there could be a channel through the French minister in England and an agent. He now believes there could be some arming at Toulon.
