Folio 113: Stormont to Rochford. Boynes has joined the Conseil d'Etat, a reinforcement for Aiguillon, whose power is increasing. The health and influence of the chancellor are declining. Baratinski says Russia has rejected French mediation since she cannot have Britain's. Aiguillon now has as much power as Choiseul had, is still unpopular but is polite and hard-working, and has the advantage of succeeding a man `who was notoriously insufficient'.
