Folio 95: Stormont to Rochford. He has intelligence that a frigate is fitting out at Brest, with 600 men and commanded by Monteil. Another frigate is to embark marines. Rumour gives Pondicherry as the destination or Chandernagore to activate the Chevalier plan. Helists some of the plan's financial backers. It is very secret. Even Estaing is not in the know. Britain should be ready and assume it is true, in case it is.
Date and place: 1774 Feb 16 Paris.
