Folio 144: Observations on the repairs to the quays at Dunkirk, enclosed in note from Garnier of December 9th. The repairs could not be delayed and are not considered a breach of treaties. The magistrates and members of the chamber of commerce have studied all the treaties and find no reference to the quays any more than to the wall, which has been repaired. Examples are cited of British representatives, on several occasions, making no mention or criticism of repairs to the quays.
