Folio 44: Rochford to St. Paul. Britain's rights under the treaties to the destruction of the port of Dunkirk are absolute and unconditional. Anything short of that is an indulgence of the king or an infraction of the treaties. Because the reports of Frazer and Durnford differ, Britain will send one of its principal engineers to inspect and St. Paul is to demand the immediate suspension of all work there and the cancellation of plans for the next two years. Rochford resents the criticism of Durnford by Hérouville and has warned Garnier of the seriousness of the situation. Encloses the king's reply to the duc d'Orléans [see f.7].
