Folio 192: Manifesto of the Porte. Russia by over-throwing the constitution of Poland and violating the frontiers of Turkey has caused the outbreak of war. Turkey sent delegates to Focsani but could not accept Russia's demand for the independence of the Tartars, who are Mohamedans. Russia has put forward 4 harsh demands: 1) Tartar independence and no Turkish interference; 2) a fortress and port will be ceded to Russia, while Turkey will be permitted to construct a fort on an island, which does not exist; 3) free navigation for Russian ships in the Black Sea, the Archipelago and on all seas and rivers; 4) freedom for commerce. These are unacceptable. Turkey is obliged to uphold the Turkish state and religion and to take up arms again.
