Folio 182: Rochford to Stormont. Britain has ordered naval forces to be reduced to peace establishment. If Estaing goes to take command at Toulon, there must be some `secret sinister project at bottom'. He does not believe that the Russian and Danish fleets will leave the Baltic at the mercy of Sweden. Comments on reports about Prussia, France and Russia [see f.171]. Encloses letter for Grantham in and out of cipher.
