Folio 228: Suffolk to Stormont. The navy is constantly in a state of preparation. He must not underrate Aiguillon's appearance of irresolution and watch developments at Toulon, where a fleet victualled for 8 months could be destined for the East or West Indies. Gunning has again reported no fresh preparations by Russia and a talk with Panin suggesting no action against Sweden. He encloses a letter from Grantham reporting close understanding between France and Spain. Preparations at Toulon may be part of some deeper design.
