Folio 193: Draft memorial. If, at this critical time, the king of France insists on arming his forces, the king of Great Britain will do the same. This endangers the peace of Europe but the king of Great Britain, much as he desires peace and friendship with France,will give priority to his duty to his subjects and his honour.
