Folio 181: Frazer to Rochford. Observations on a memorial of February 9th signed by the comte d'Hérouville about the re-establishment of the old sluice of the Moere. He refers to its history, to treaties of Utrecht and the Hague and to reports of Sir Percy Brett, Desmaretz and major general Cornabé. He describes the present situation and the reason why Furnes wishes to re-establish the sluice. The only loop-hole to the treaty forbidding the re-establishment of the sluice is the clause about the health of the inhabitants. He does not believe that it would infringe the spirit of the treaties.
