Folio 254: Harcourt to Rochford. Further intelligence from the same source as in f.250. The negotiations with Portugal will be suspended to make England think the plan has been abandoned. The idea of the treaty, which came from Portugal, involved France in paying to liquidate Portuguese merchants' accounts with England. France will reinforce the Isle de Bourbon on the pretext of relieving the Clare regiment. It will be deployed at a place to be revealed on its way back. The report gives the number of ships bound for the East Indies, Africa and other destinations. The report from Hérouville is kept secret, in case England finds out how bad a state the navy is in. Aiguillon asked for special consideration for Hocquart, intendant of Canada. Encloses [See ff. 258 to 266].
