Folio 199: Report to the king by the commissioners of trade and plantations on the French memorial [f.37]. It cites article 13 of the Treaty of Utrecht, which gives Newfoundland and adjacent islands wholly to Britain and limits French fishing to the coast from capeBona Vista northwards and round to Pointe Riche. In article 5 of the Treaty of Paris article 13 of the Treaty of Utrecht is renewed and permits the French to fish in the gulf of St. Lawrence at a distance of 3 leagues from British coasts - 15 leagues from Cape Breton island. In Article 6 of the Treaty of Paris, which cedes St. Pierre and Miquelon to France, the wording clearly does not include any right of fishing along their shores, nor does the word `propriété' imply sovereignty. The report summarises early negotiations. Signed: by the same five as in f.197 and by Hillsborough and Greville.
