Folio 135: Harcourt to Rochford. The substance of a memorial delivered by Merci to Aiguillon. It cites a previous declaration and treaties by which France will help Austria to prevent Poland being dismembered in order to aggrandize Prussia and Russia. Harcourt thenquotes an account from a reliable source about arrangements at the Isle de France and Pondicherry, dated February 21st. Boynes has received some money for the marine from the royal treasury. The 6,000 men destined for the Isles de Bourbon and de France are not ready. The reports on the navy commissioned by Boynes are not ready but preparations for expansion are being made. 3 proposals have been put to Boynes, a school for training naval officers, provision for wounded officers and seamen and the establishment of a company to build warships. Hérouville's report is awaited.
