Folio 250: Harcourt to Rochford. Foulon has been declared assistant to the controller general, a move thought to prepare for the removal of the controller from his office, in spite of the efforts of the Chancellor to prevent it. Foulon is known to favour a general bankruptcy as the only course left to the government. The financial disorder is attributed to war debts, corruption and extravagance, for some of which Choiseul is blamed for relying on unworthy advisers, particularly L'Averdy. The permission given to Guines to visit Britain's dockyards is much appreciated. It is rumoured that he will be replaced by the marquis d'Ecars, the king's maître d'hotel.
