Folio 232: Harcourt to Rochford. La Vrillière said France and Spain were disarming in their ports. The French reduction in the navy started before the British proposals, because of the expense of naval armaments and troop movements to the coasts. The chancellor is said to want to become superintendent of finances, which is opposed by Aiguillon. Most members of the court of Châtelet have been exiled. Spain is sympathetic to the king's action against the Parlement. The Russian minister at Constantinople has been released, possibly a step towards peace.
Date and place: 1771 May 29 Paris.
